13 provinces in southern China have suffered from devastating flood caused by sudden downpour since 3 June 2011. Some areas of these provinces were still experiencing continous drought before 3 June 2011. The sharp shift from drought to floods in China is believed by Chinese government that it will somehow affected the safety of summer grain.

After more than two months' discussion, the Implementation Measures of Hainan Province Pesticide Wholesale and Retail Business License Management Regulation (Trial) has finally been on trial, different from the former approved policy on 22 April 2011, namely Hainan Province Pesticide Wholesale and Retail Business License Management Regulation (Trial). The Implementation Measures has been added a relatively more relaxed condition.

The new adjustment of another influential policy, namely export rebates, is under disccusion by several ministries. However, the detailed information of the adjustment is still kept as a secret.Recently, food security continouses to become the highlight in China. The misuse of water-soluble fertilizer on watermelon by farmer has led to the cracking of watermelon in a huge area in Jiangsu Province. At the meanwhile, the result of Annual Spring Pesticide Selective Examination in Guangdong Province was turned out to be dissatisfactory. The problems of further strengthening the supervision and regulation on pesticide seems to be more and more urgent.
